PAS 9980:2026, Fire risk appraisal of external wall construction and cladding of existing Blocks of Flats – Code of practice has recently been published. This supersedes PAS 9980:2022, which is now withdrawn.
The 2026 edition of PAS 9980:
- Reflects the latest best practice and regulatory developments,
- Incorporates industry and stakeholder feedback,
- Aligns with BS 9792 and other relevant standards.
It also includes clearer guidance on:
- Determining whether an FRAEW is required,
- Communicating findings to non-specialist audiences,
- Definitions of risk outcomes.

MHCLG has also published FRAEW supporting guidance which aims to help commissioners, duty-holders, residents and other non-technical users understand fire risk appraisals of external walls, how to commission them and how to interpret their findings. This is available here.
